Question on Purchased items: When both the cloud and the shopping cart show up?

I was searching through items in the store with a filter and I noticed that Items I own come up with a blue cloud and items I do not own show up with a shopping cart. That's understandable, so far.  But some items show up with Both a blue cloud AND a shopping cart. I apologize for asking something that I'm sure must have been asked before, but can someone tell me what this means?  An example is Laurel Hair.   Thank you!

    Yes, the "Schroedinger's Cart" status (is it bought, or not?) has been around for months. No explanations, no progress.

    Maybe it means you still can buy an interactive license?
