That has bangs and I can't find it anywhere not even in smart content.

I'm procrastinating so I made a render with Sally Mae Hair. The bangs can be switched off but it remains a mid-part. Feel free to ignore, I'm just having fun.
(and yes, the model in my render is significantly older than the girl in the reference pictures.)

Another thing is that the pigtails are in front of the ears while hers are behind. Also the two other hair styles still are options.

The main thing im looking for is the kind of perfectly wavey short hair.

Don't forget to also look at g3 g2 hairs as well. Thy will usually work with G8, if not use the clone rigger asset. If it's a standard ribbon based hairset. I'ld find the closest possible and tweak it out in Blender. If it's an older asset with low resolution fibers rescale the maps in a paint program to like 4k or 8k with some extra opacity mapping.

If you want extra loose strands combine the hair with the do it yourself strand based hair in Daz.
