It is an old Victoria 4 hair, called Eudora Hair; https://www.daz3d.com/eudora-hair (but I applied Slosherks' Colorwerks iray hair shader to it.) I don't remember if I parented the hair to my profile pic G8F or used that V4 to G8F hair converted for it. Doesn't go on sale much.

If you want a G8F version, AprilYSH has Pascale Hair https://www.daz3d.com/pascale-hair-for-genesis-3-8-female-s and Biscuits has Flo Hair https://www.daz3d.com/biscuits-flo-hair-with-dforce-for-genesis-8-females (has tight curly morphs).
