I'm working on a dress that needs tights underneath. Tights keep poking through. Both with the tights conforming and simmed. Please help. Tried most of the settings with no luck..

I'm not entirely clear from your description: are you simulating the tights, or just simulating the dress over the tights? Which dress and tights are you using? One way around this is to use products like Sexy Skinz, which use geoshells to create the appearance of tights without using geometry.
No this is something I modeled. The dress was meant to be simmed and the tights conforming but tried both ways to see if I could get rid of poke through. Geoshells - thank you for the idea!
Sometimes the Mesh Grabber works very well for poke throughs, you could select the tights and move them backwards a bit so they are below the dresses' surface (available here https://www.daz3d.com/mesh-grabber-win)
Thank you,
5 ways to deal with poke through :
I have many tricks for this - I often do timeline simulations where I use Fit Control to start with the inside layer shrunk inside the figure (freeze the sim on it if you've already simmed it), then expand it out to the correct fit at the end of the timeline. This pushes the top layers out of the way.
You can, also, if poke through is still a problem, end the simulation with the inner layer slightly too big, then put it back to its correct size when the sim is done.
Also, higher collision resolution and quality can help, of course.

never used it but is says it does exactly what you want
Mesh Grabber is far more versatile than the Clothing Fit Helper IMO
you might also try giving the tights a static surface dForce modifier, since they're conforming.
doublecheck your dress to make sure it's not already intersecting the tights at some point. you might have to go into the dress shaping tab morphs to expand it a little bit before simming.
