Is it possible to have a part of clothing removed so its totally seperate from the main garment? Iam not intersted in how to add rip and tear effects to clothes but the extracting a removed piece with the correct torn edges on it that conforms to the removed clothing patch or space.

You might be able to create a morph doing that, but doubt it.
More likely, you'd have to alter the item in Blender (or whereever) and import back; in affect, creating a new garment.
I'm not up on Blender; so, what I would do: Use Daz Studio's geometry editor to select and hide the part I wanted to eliminate. Once I had all of that part hidden---with absolutely no overlap---I would delete the hidden parts (this is found under Edit in the geometry editor). Then I would save the garment under a new name. I would load a new version of the original garment and use the geometry editor to eliminate all of the garment EXCEPT the part I had previously eliminated (try the marquee selection tool to begin with for big chunks); then save that under a new name.
The geometry editor is a powerful tool, but you have to take your time, and do a bit at a time; so you can undo any mistakes without having to start over.
