Toolbar woes
D|S 4.15, I have two toolbars active, the Main and the Tools one. As far as I remember both are default ones D|S defines. No my issue is thus, the Tools toolbar is by default populated with a number of tools that duplicate the ones I already have in the Main one - Scene Navigator, Node Selection, Universal/Rotate/Translate/Scale, Surface Selection, Animate2 etc.
I really don't need them twice. But every time I try to customise that toolbar, remove them and replace them with tools I actually want in there D|S has other plans. It lets me keep it customised to my likong until I close the program. And on the next program start it returns the darned thing to its own default population.
Now how do I keep the stupid thing how I want it populated? Across restarts.

Are you allowing DS to close down naturally, or are you force quitting?
Some times, things are tricky.
Would start at making a new Saved toolbar & workspace (new name - even with one character different). Then make sure it ends up where you thought it should in the folder system. Have seen on DAZ custom categories how the odd product you have to rename orig daz folder, or it stays empty when categorizing, ie. something is conflicting. Also, never had issues with customizing my toolbars. But you may want to try changing one other toolbar and see if that change sticks.
Have force quitted probably a million times (tons for years anyway) in all kinds of stages and merged menus etc, and never had issue. Not to say you may not have a unicorn by the tail. But wouldn't bet on it.

Had a moment's issue because apparently D|S likes to save them into the library but on trying to load defaults to the program's installation directory. Moved them, no difference.
Have now added the 3DU scene tools toolbars to my layout and they load in on every reload without issue and without having to adjust anything but the Tools toolbar loads with all the additional crap.
If you want to confirm for yourself how it should curently look, I've attached a copy.
The Tools toolbar is, like the Tools menu, auto-generated from the active tools built using the standard framework - you cannot add or remove items. You can create a new toolbar, with a different anme, but of course it will then not add any new tools added to DS itself or made by a third-party developer.
Waste screen real estate on duplicate tools or regularly check to add new tools to a custom one? Choices, choices...

Here first is a snap of my 2 active toolbars: main file i/o and Viewport Tools where I added custom tools as needed & to break up the DAZ native functions so easier for to find. And things I use alot, and want faster than a Visual Menu hotkey submenu.
Did load the "Tools" Toolbar in addition to "Viewport tools", and I can't see why would want have this active. Seems a duplicate? Wasn't sure what main toolbar you meant. Did look.
Currently running 4.16.1.43 Beta and your toolbar pane sadly just made all toolbars disappear. DS reload stayed same. Had to reload my whole Saved Layout to reset back.
Do have reg 4.12.0.86 still? Maybe post a duf with Saved Layout?
So, then, on a lark, decided to delete the white arrow on Viewport tools (which is node selector I guess - don't use this), and then closed DS.
And yup I batch-killed D|S asap. Time flies by enough without waiting.
Then opened and viola white arrow is gone? See 2nd screenshot confirming this.
So through Viewport tools it seems customizability seems to work fine?
