Spot & point lights not working

Has anyone had this issue and any idea how to resolve it? Spot & point lights will not work in this image. It seems to be from daz files from a while back. No matter what I do, I can't seem to get the spot or point lights to work....

    They are being overwhelmed by the other lighting, and might well not show much with the current Tone Maping settings if the other lighting was removed..

    Thanks. Even though I was do an indoor closed envivronment, I had the scene settings to sky only. So dumb error on my part....
