Solution to the "Dog and Leash" Problem?

Sorry for the cryptic title, but nothing better crossed my mind.
Following scenario: Person walks dog on a leash. Leash is a rigged figure with a IK-Chain. One end is attached to the persons hand, the other to the dog collar.
Problem: With hierarchy, the leash only has one "anchor" - either "Right Hand" or "Dog Collar". For examples sake, lets assume I have attached the leash to the hand and posed it to "hit" the dogs collar. If I correct the pose of the person, the hole leash moves with it, thus not alinging with the dogs collar anymore. Same with the dog, if I change, for example, its pose. A half workaround is pinning the last piece of leash, so at least there is one fix point that doesn't move, but since this point is a world-coordinate and not in relation to the dog, a movement of the dog still "disconnects".
Question: Is there a solution around this?
Special case: If the dog leash is realized as a simple 2D-plane with enough polygons, I could see a dForce+Magnet-Simulation work, but this wouldn't work if one replaced the leash with a chain.

DAZ studio lacks tracking sadly, this is relatively easy to do in a number of other softwares
you really can only keyframe it or make a dforce leash
That is not correct - Daz Studio now has parentable IK targets, so you could have one of the target and the figure's root attached to the dog collar and have the other attached to the walker's hand
