When a render gets above 90% is it worthwhile to wait until it reaches 100% or it is pretty much done?

The percentage is how close it is to the target convergence ratio - 95% by default. How doen that is will depend on the image, and on where the remaining noise is. There is no absolute answer.

You can get a much sharper image by changing the Render Settings values for Filtering. Default is Gaussian 1.5. Try changing 1.5 to 0.85. or Change to Mitchell 1.0, or even Box 0.5.

Have you tried changing the Iray Compression settings in the Advanced Tab of the Render Settings?  Doubling or even quadrupling both the values will make a huge improvement in renders, but it will also increase how much vRAM you need, thus increasing render times, and possibly causing a render to go to CPU when it used to fit on GPU.
