In the past I could free up some space on my PC by simply uninstalling a certain item by uninstalling it via the DIM. But now when I do that it doesn't place it in the "Read to install" category, rather "Ready to download". I am unsure of what setting I must've clicked to have this happen. Any ideas?

Is this for all products, or just some of them? Do you, in fact, still have the downloaded file? In the same folder as DIM is configured to save them?
There is a setting (I can't remember the name and can't check at the moment) that will leave the downloaded zip file on your hard drive after it installs the product. The bad thing about that is, even if you uninstall the product, you still have a backup of every single product in zip folders. Even though they are compressed, they still add up to a lot of disk space being used. I got back a huge chunk of space once I deleted them all and could install more content. However, if you still prefer not to download again, the option should be easy to spot in the settings.
It's a check box at the bottom of the Ready To Install tab.
