unable to edit avatar

I am currently finding it difficult to edit my avatar that is shown on the forums.  I tried on my iPad and also my computer without any ability to change it.

On the Blue Bar in the Forums, click on the white toggle wheel. Go to your Name.
On that page, on the white space across from your Name, click on the white toggle in its own blue square.
Go to Edit Profile.
Go to Change My Picture.
