If you read the text file that comes with those items it say's this in a nut shell. The Dev Suit is to show how to design a mesh to work with all the V4 morphs that can be added into a properly designed V4 clothing mesh. The Foundation Figure is for you to build a clothing mesh around and also to show how a Full CR2 file is built. You can then take out the parts of the CR2 file that your new item does not need so your file can be smaller. You would really need to understand the CR2 to use it, and I use V4 to design with but I still think it was nice of DAZ3D to include those examples for users to look at and learn from.
don't think it really matters for creating the textures if you use V4 or Genesis with the V4 UV, I have used both in Zbrush to polypaint but need an expanded UV thats not tiled to do it like the Genesis 3&8 use the UDIM

You can copy over the figure skeleton without all of the morphs in the base V4..

Hmmm. What figure would be best to do a blank mat base for building character mat files onto?

As Wendy says, this is a really old thread. However, what exactly is it that you want to do when you say building character mat files.
If you mean to make your own character skins, then you would need to use the template for the figure which you are making the skin for.
