I beam icon item

When I use some werables like jewerly for bottom lips, spetial item with I beam icon item is created (see attached picture). How is this type of item called, how can I create it, and how can I set which bone it should follow?

That is a Rigid Follow Node - it moves with the selected mesh but doesn't distort. See
