Peach fuz skin effect

I'm trying to make a creature that has VERY thin, peach fuz like fur. I'm wondering how do you think I should approch that? They don't have full animal like fur, just a very downy almost inpreceptable coating over thier skin.
Any ideas how to pull this off?

I'd think the built in Strand Based Hair tool or LAMH (Look At My Hair) product would do it.
They're more for full length hair or fur, I'm just talking a more shader like effect.

Whilst it's marketed for Genesis 8/8.1 Female, given that it's geoshell-based it will work on multiple figures, providing the figure has the same surface names, so be sure to use 8.1 presets for Genesis 8.1 figures and 8 for Genesis 3/8 figures.

Glossy Fresnel (or better still: Glossy Fresnel Roughness) springs in mind, don't know how that's implemented in IRay though. Maybe increase IoR on skin surfaces?
There is a free vellus hair product on Renderosity, too, a mere 12550 downloads.

Looking for less a hair effect and more a shader based one. Trying to go very subtle softness not perceptable hairyness
Don't Victoria 8.1 and Michael 8.1 bought have 'vellus' peach fuzz hair?
