I was wondering if there was any really tiny miniskirts because finding certain clothes in daz is really hard if it's part of an outfit or has a different name? something like this with the frill at the bottom?

You can also add an alpha texture to any skirt to hide the lower parts and make it shorter, or use the geometry editor to hide those parts.

It is a really nice skirt!
While I mostly find many skirts aren't long enough the minis are still pretty good
I thought it was from the Cutesy Clothing Bundle which has great clothes but not that specific skirt
That might be a real photo.
Maybe just the camera angle or perspective but the hand looks over-sized to me. Apologies to the real woman if it is real!
The car-girl skirt mentioned above is the closest I have seen to what is required. It also has layers like the one in the picture ... or maybe I am thinking of the Nirvy product, "Chintzy2" also at the other store? I have both and they are similar.
I think you are right. Watching more closely I also think it is a photo.
Comfort Dress can be used as a skirt by turning off the top. Here's a pleated skirt. Asymmetrical version. Belted jean micro mini.
The top is seperate from the skirt. And it's a very nice set. Victoria 4 had all kinds on micro skirts.
Lilflame's "Mood" outfits over at Rendo include skirts like this, and are good quality.
Just to make your life harder, I'll point out that sometimes the lace is only available in an add on texture

As others have mentioned there are plenty as well at rendo.
In addition to LilFlame, Nirvy and Rhiannon, look also for JaMaRe like JMR everyday casual or JMR Flirty Farm
All those above have a double or tripple layer. You can get lace shaders from Atenais at rendo and make wonders with it.
If you are looking for pleated but single layer then try again JMR dForce Sofia outfit, Naughty school girl by mytilus or dForce Pleated Skirt for G8F by Tanya_Littlefox.
Now, if you are after a skirt that is a tight fit between the waist and hip and loose below the hip (like the image you showed) then you may want to look at:

And if the skirts are too long/short you can adjust them with Zev0 fit control... if you don't have it... then first... why?!?!?!? and second buy it!
