So now I'm trying to manually rig a belt strap.
How do I snap the Center/End of a bone to a specific edge/vertex/side of a face/group of faces?

As far as I know, you can't. You have to move it manually using the transform widget at each end of the bone.
And once you do move it...don't snap it or you'll most likely move it back to the 'center'. You can snap/align child bones to it...
