I'm interested in buying Outoftouch's Layered Spring Style Hair for Genesis 8.1, but I'd also like to get the character he used for the main image?
Does anyone know the name of this character?

Actually, there are quite a few stock characters that they use repeatedly, notably Gabriela 8 and BlueJaunte's Amira. They also use a few Raiya characters, having collaborated with Raiya numerous times in the past. 

That said, this character doesn't appear to be any of the above.

It a BJ character, with some tweaks I'd say. Closest match in my collection is Gaia with the strong version of the freckle option.

Actually https://www.daz3d.com/caprica-hd-with-hd-expressions-for-genesis-81-female might be an exact match. I don't own her, but the listing has a freckle option.

Yeah, that actually looks more like her, because she's got that weird looking nose.  Thanks!
