Why no "fit-to" option for this V4 hair?

After taking a break from DAZ Studio for several years, I'm now back at it. One problem I am running into is the apparent lack of "fit-to" options for various products. In this example, I am trying to apply a hair style to Victoria 4.2 but the hair has no fit-to option, just a parenting option. Why? Am I missing a step?

The DAZ product is "Army Combat Uniform for V4." The clothes fit fine, conforming immediately to Victoria 4.2, but not the hair. I checked the DAZ store if I could find more info, but the product is no longer available for purchase, though it's still available in my Daz Central library. Any suggestions? Thanks.

    It is a prop hair, not a conforming hair. Make sure V4 is selected before applying it, and it should sit in the right place. The hair is sized and positioned for V4, but any other characters might need manual adjustment.
