Can't Edit Dome?

Working with a HDRI and have tried to work with this in both finite dome and finite box but I keep running into an issue. I am able to rotate the dome just fine but I'm not able to scale the dome/ box at all. The slider moves and the dome doesn't change. Does anyone know what I'm doing wrong?

The Iray Dome? It's not real. Nothing to scale. {I could be mistaken but that was my understanding about it}.
HDRI's don't scale like physical domes; they work more like the sky. What you do instead is change the focal length of the camera. I thought I would illustrate it by using https://www.daz3d.com/the-phantom and a HDRI, https://www.daz3d.com/orestes-iray-hdri-skydomes--oblivion, with a vertical edge on saturn-like planet. I rendered with two settings, camera 65 mM focal length and the ship at 100% and 130 mM focal length and the modal at 50% of normal size. Note the thickness of the ring bands:
Oh interesting I had no idea. Thank you. What do I use for a dome that can scale? LIke an EXR or something?
Truthfully, I wouldn't in Iray. You would need a physical dome or half dome, some specialized emissive texture for it, a willingness to tolerate long rendering times to deal with the light bounce, etc... I would probably use a background image which I could make at whatever scale I wanted (note the location to plug one in on the rendering tab), use an HDRI to light the scene, and then render. Or you could render in 3dl where domes make sense. Otherwise, the tried and true techniques that photographers and film makers use work best in Iray.
Does the finite dome no longer function??
I still use earlier version od DS (412 beta), that functions OK (well, most of the time when used).
Quick example:-
Image 1: Finite dome added, seen from distance
image 2: view from inside finite dome, dome set to rad 1
image 3: view from inside finite dome, dome set at rad 100
Dome image scales as expected.
It does but the effect is probably more subtle than the writer wanted. I did want to show something I threw together. I have sentimental fondness of a product called Top of the World which looks like this

So i did a quick iray conversion (discarded lights and skydome, RSSY 3dl to Iray converter, and dropped the skydome texture into the render environment backdrop, and added an hdri to light the scene):

I use a lot of HDRIs for my renders, but I must say that I choose the HDRIs as they show, dealing only with dome rotation and environment tint and intensity. I don't even try to change anything except my cameras settings (Focal length and DOF).
And yes, using only the HDRIs environments as lighting (IE with Dome and Scene setting) is often a good idea!
Thanks to Polyhaven's site I have a big HDRIs library...
I'm sure most people get their free HDRIs at Polyhaven. Heck, I have 536 of them taking up 220GB of hard drive space in my NAS.
I have not counted mine ;-)
