Help with environment-blend-shader

I have put a base layer in both channels but none of the sliders do anything, both channels, (or at least the one on top that is visible), remian 100% opaque, 

even when I use only one channel-the bottom layer base none of the sliders make it transparent

I wanted to be able to put 2 thin layers over any surface then vary the opactity on each so they are a film so the txture can become more interesting looking

    When I use use just the single layer then the cutoff opaccity  does work except when it is made transperent there is no texture underneath that I thought I was putting a film over, it just will make the whole object 100% invisible when cutoff is on zero

    So they are different maps on the two layers?

    yes in the image they are two diifferent layers (i dont know if they are called layers but there are two channels in each I ahve put a new matereial
