why do other things in my scene move when I try to use dforce on an item of clothing?

so I tried to use dforce on a pair of dforce panties and when I do it all that seems to happen is it remains unchanged but some of the scenery and props around it start to move and jitter around. What is going on?

Maybe you are using timeline animation.
