DAZ Studio Crashing with Connection refused (0x0000274D/10061)

I keep getting the same issue this evening although I managed ok for a while but all of a sudden DAZ studio now just keeps crashing whenever I try to load anything with the error "Connection refused (0x0000274D/10061)" (full error below) mentioned multiple times in the log file. This often tends to happen after running DAZ studio for some but will normaly only happen once or twice in a row but this time I just can't do anything now.
Has anyone else experienced this?

That looks like an issue connecting to PostgreSQL, the database used by the Content Management System. What security software are you using?
I am using Kaspersky and Windows Defender but I got no notifications from either of anything blocked.
have you tried disconnecting from the net and then disabling the security software before starting DS? obviosuly you wouldn't want to work like that, but it would at least be a test.
