show camera view on an object

How do I point a camera at something and have it show on an object like the screen on a smart phone?
I've seen other rendered items do this but unsure how to do it myself. Thanks

In parameters you can set the camera to point at an object. Although I would suggest you create a null, and parent that to the character and let the camera point at that.
I don't understand what you mean with "show on an object". The camera has a white dot where the focal point is.
I think the question is about seeing on a screen in a render the view that would give another camera of the same scene. But it is not possible directly.
Best solution is to take a first render, to use it as an image of the screen and to make a second render including this image.
You can also use postwork, but it is more tricky in order to take into account the perspective/deformation of the screen.

If that means having a person in a screen holding a phone with a view of the scene on the phone screen, then yes - that's the way I do it. First render the scene and then use that render to place in the diffuse (Base Color) channel for the phone screen in the surfaces pane.
