Parenting two ik chains- can it be done?

Say you had a character walking a dog and you had a rop between them. One end is suppose to be tied to the dog's collar and the other is in the character's hand. Is there a way to make one end of the rope follow the collar while the other follows the character's hand?

    I'd like to know because I might need this on one of the very first models I'm making, and I don't even know what an ik chain IS  lol... .I know what it does but that's not the same thing... Anyway the point is it's a rifle bag suspended from the saddle at two points - so, I have to do what you did at both ends of two straps. Or... is ik only for animation? I don't animate, but someone who downloads the freebie might. How do I confine the bag rotation realistically? If ik is the thing I need to learn for this, I'm willing to look for videos etc. If not, I'll put that off while I figure out this part first :)
