Question about the new dynamic capes

The new dynamic capes look interesting, but do they require the dynamic clothing control plugin? http://www.daz3d.com/shop/dynamic-clothing-control I really don't want to spend that much on a plugin just to use the capes and cowls in this set.

The control plugin should be required only for adjusting settings (and applying wind to blow the capes out).
