Reduce HDRI resolution

I have a bunch of HDRI backgrounds, the problem is some of them are 8K which kills rendering time without a reason (unless you actually want really HQ backgrounds, but usually 4K or even 2K does its job). Is it possible to reduce quality from DAZ Studio interface? Otherwise I would have to use 3rd party software and here things start to be problematic, since its not JPEG or PNG, but HDR file and I have no idea how to open it.

Likely whichever image editor you're using will open it. PaintShop Pro, Photoshop, G.I.M.P., etc.
