Fight Song Dress

I need a little help, probably mostly from the ladies on this one. I'm watching this video by this singer named Rachel Platten called "Fight Song". The tune is really popular right now in the US, but that's not what I need help with. Near tyhe end of the video, Rachel is walking along the beach while wearing this long flowing white skirt (dress?) Anyway, I want to make a dynamic version of the dress, but I can't get a really good look at the dress in the video. Can someone tell me what the name of that dress is, so I can look it up and get a good look at it?

    It's not a dress it's a flared skirt and crop top ,at least that 's what I'm seeing ,seems like simple cotton.

    It's an elastic-waist maxi-skirt and a tank top tied above the midriff to make it a crop top.

    I'd say it's close though the top has straps not sleeves.

    It's close enough though. I was more interested in the skirt than I was in the top anyway.
    You know that particular skirt is $83! Sheesh!
