You could, I think, select them all in the Parameetrs pane in Edit mode then lock them from the right-click menu.
Mmm... well... it's not locking the subcomponent. Which are the pJCMs of the cloth.
It only prevent the value of the pJCMs from being changed manually.
So the cloth is still having the effect.
There is a chain icon on each slider which can be sued to toggle ERC on/off. I don't however see a way to toggle that for multiple sldiers in one go.
Bulk-select them in Edit mode and set the limits to 0. Would that work for you?
Are these new pJCMs that you made to replace the auto-generated ones shot over from the figure?
Or are these the auto-generated pJCMs? In which case you have possibly discovered why we make new pJCMs to replace them. By naming our new pJCMs exactly the same, when the figure uses its own morphs, they will dial in our pJCMs for the clothing instead of auto-projecting new ones.

The reason I was asking this because I was having difficulty with weight map on the skirt area.
I thought I need to turn off all the pJCM morph effect first, to fix it.
BUT. Today I have found the solution for my weight map.
And I want to share it will anyone who might find the same problem.
When we do "Transfer Utility" there are projection templates.
At first I don't know what the difference between all of these templates.
So I used the "full body" template.
That's a mistake. I think it was more suitable for skin tight clothing. Not full body dress like mine.
As the result I was having difficulty of fixing the weight map around the skirt area.
What happened was,
one pose using left thigh, the skirt looks good, another pose using right thigh, looks bad, the geometry was intersecting/clipping.
I just can't get it right.
But now, I've learned, I should used the dress > knee length projection template.
It fixes the skirt area, without spending days of fixing it manually.
If we observe, both templates have different kind of weight mapping, which I didn't know before.

Yes, the full-body template would be more for items such as full body suits [of which there are many] which have 'pants' and therefore different requirements for the crotch area.
Also, it is not 100% mandatory to use projection templates. Sometimes they help, sometimes not so much.
I found the answer to turn off all the pJCM effect.
Click the base character.
Search for "Base Joint Correctives" on the parameter pane. Switch it off.
Okay ... have my doubts on that being a long term solution for what you're trying to do though. The base figure has all those for good reasons as you'll notice when you try posing the figure.
