I'm am looking for a shader to do thin, molded, clear plastic such as for a mask. I've tried glass but its too perfect and I need something that is clear but has a wavy distortion to it. Not the best image, but the attached kinda represents what I am looking for especially highlighting the imperfection. For example, glass would have crisp edge glossiness but this is wavy.

Apply Glass -Thin - Clear material, set IOR to 1.52 (PET), Glossy color to (240,240,240), and Glossy Roughness to .14. play around GR to increase or reduce smoothness.
The image you (@devin066) posted looks to me like clouds reflected in a glass surface. You could try putting a bump map of clouds onto the texture, or, indeed, a bump map of anything expressing the kind of imperfections you want.
