Easy way to fix the transfer utility

Hi everyone! I used the transfer utility on an armor created by me and I get this:
Is there an easy way to fix it? Without using the pJCMs or the node weight map? that would take a lot of work?
Is there a way to say, being an armless garment, not to change or change very little to the movement of the arms?
Or Maybe there is an option to say, don't move the vertices too far away from those close to them.
Or a setting from 0 to 100 that can tell when to warp the garment? Thank you

Transfer Utility should always be considered a starting-off point. It's not smart enough to know which parts of the mesh should and shouldn't move with each body part, so it just works off proximity to bones.
You need to do weight-painting to fix that.
