is the a way to set parameter's translate and rotate increments 

seems g8f moves in tenths , and objects in 1 full whatever the measurement is

are there settings?

Tool Settings tab -> Universal gizmo -> click on the appropriate Snapping button, and set the value. It is a global setting, not per object.

select the gear icon on the right side of the parameter you would like to adjust

change the nudge value 

you can also remove the limits of the min/max values
