Is there a way to make a mirror reflect the image at a smaller size? I am trying to replicate the passenger side mirror in a car that shrinks the view and says "Objects in mirror may be closer than they appear"

A passenger side mirror is convex (bowed outward), so to simulate that effect through rendering, you'd probably have to model a convex mirror surface that is dimensionally accurate and apply an appropriate mirror material/shader... or just do it in post work, like photoshop or Gimp... or place whatever is being reflected much further away, so it appears smaller.
As McGyver explained, either doing a seperate plane for the mirror or - way easier - place a camera at the mirror, make a render from the area it is supposed to show and use that as the texture for the existing mirror for the final render. If it has enough polygons, use a D-Former on the mirror. Just a little movement is needed to get the right curvature.
