Victoria 9 head normal maps mistake or am I confused?

Hi, are the head HD and default normal maps for Victoria 9 mislabeled/switched? The one labeled 'HD' appears much less detailed and is 72 pixels/inch whereas the default one is more detailed and is at 96 pixels/inch. Or am I confused?

They're correct, the HD doesn't need high detail from the normal maps since it gets it from the HD morphs, while the non HD maps are more detailed to make up for the lack of HD morphs.

Pixels per inch is irrelevant to image quality, except as a determinant of pixel size when combined with a physical size for the image. A pixel is a square of a set colour, al the PPI does is say how big it is when placed in a context (such as a page layout application) that uses physical dimensions.
