seamless textures and public domain clip art

I was wondering if one can do commercial seamless textures with public domain clip art. If so, how can one make it unique enough to sell?

In short I would say no. In publically avaliable items, you either need to only use items you have created yourself, or that has a licensee allowing using it in public items.
You can do anything you want to with "public domain" work, there is no copyright etc. on such. However you will likely find that most public domain clipart is terrible for making decent textures with
The other "minor" detail is to be VERY careful about what is being claimed to be public domain -- some websites are "collecting" lots of goodies to give away all of which are not necessarily public domain. It's a jungle out there.
Safest practice is to make your own.
And clipart can be made using D/S renders ;-)
I got a crazy idea. I have this https://www.daz3d.com/festive-balls-low-res-decorations-and-shaders
What if I make basic festive texture for them, put those on them and render individual ball? Then apply them in a software that can make seamless tiles? Then give them as freebies for this year to see how it works. Maybe make improvements and sell them for Holidays 2023?

Mehdi Plugins has a variety of free plugins which work in Photoshop and other compatible software.
There is a Kaleidoscope 2.1 plugin which works in 32 bit programs.
Any image editor such as Photoshop, PaintShop Pro, G.I.M.P., etc. can be used to make textures.
n.b. commercial work cannot be done using trial software. G.I.M.P. is free. I use PaintShop Pro which comes with both a 32 and 64 bit program.
Also several if not all image editors come with a variety of effects to do some really nifty things with images.
