There are tools for that in the store but I have mixed results with them.  Searching on "hat" should find them I think.

Then there is the geometry editor, where you can make the polygons invisible, might be the best solution in this case.  Note that if you only hide them they are not saved with the scene - in general, if you want to save the result with the scene then delete the invisible polygons when you got the result you want, if you delete them as you go you can't restore them if you accidently delete some you don't want to remove.  Reloading the hair doesn't work as DS is caching the results.  In some cases though deletion may cause issues I've heard but I haven't seen it myself yet.

Hiding parts of the hair or making them invisible under surfaces may be another option, depending on how the hair is made and what options it has.

You could also try to set up a deformer with an ellipsoid shaped field and scale the hair until it disappears under the hat. But this case looks like it is less cumbersome to select the unwanted portion of the in the geometry editor and then create a new surface which opacity you set to 0. This also would get saved.

If the Hair is strand based non of the suggested methods would work I guess. I dont know what to do then.
