can you fix hands to a characters body

I think this is a Q regardless of a characters type but is there a way to fix a hand on the characters own body where you want it to go with a pose? this I am thinking will make it easy to pose wherever you want the other hand to go and not worry about the first hand being moved if its fixed.

If I'm understanding what you mean by "fix" correctly, you'd want to use IK chains.

You could pin the hand in place.
Click on the hand, go to create/new IK chain, repeat for other hand. Then go into the parameter tab for the IK chain and turn on pin rotation and translation for each. The thing is, the hand's not going to stay perfectly in place even with this turned on like it would for any other program when you move the body. It'll stay close, but it won't be exact. Now if you're just doing a still pose, it doesn't matter so much as it'll stay generally where you want it, and then you just have to do a minor tweak when you get the rest of the body in place. But if you're animating and you expect it to stay put, it won't be perfect.
If you're animating and need the IK to work, look up limbstick here on the store. It's not a perfect solution either, but it's the closest thing there is to getting the hand to stay in place firmly. There you do all the animation, and then afterwards place the hand in the first pose how you want it, click it, then shift (or ctrl, I forget) click the object you want it to stay planted on, and then run the simulation and it works.
Otherwise, just use diffeo and bring the character into Blender and set it up with the Rigify rig and you can set that hand where you want it with the IK turned on and you can pull the character's body every which way you want and that hand is not moving an inch.
