That is more a matter of content han the application, which certainly has the features to allow resizing and reshaping a figure. Most figures have at least a few, mainly older, kids available and there have been younger kids and babies too. Genessi 9, the current version, has proportion sldiers which would help with the body and there are Growing Up add-ons from Zev0 for most recent base figures which will do that out of the ox and also provide head shaping.
It's quite possible. I made this one a while back using Genesis 9 with Growing Up, some morphs from the Essential Shapes Bundle, and the proportion sliders that come with the figure.
