Question about Interactive Lisence

English is not my native language, sorry for the mistakes.

I have a question about the interactive license.
Some 3D creations do not display the possibility of purchasing an interactive Lisence.

Does that mean it can't be used commercially?

Or is it temporary?

The Interactive Licenses are for use in games and other software as 3D data. The standard license allows the commercial use of 2D output - still images and animations. If there is no Interactive License then that would usually be a choice of the maker, and it would mean that the content could not be used in a 3D game or similar aplication.
