Figure appears blocky

Left figure and right figure are the same models.
Left figure appears normal, the right appears blocky. I used their feet as the example because they were the most noticeable in difference.
Other than the feet, shoulders, glutes, fingers and any rounded areas seem to appear as if it has less polygons.
I checked their polygon numbers and they were the same.
I think the only difference between the two are changes in makeup.
I use decimator but the figure in question was not touched with it.
Although using decimator seems to affect untouched models if in the same scene. (A little buggy)
The face seems perfectly fine though.
What could be the issue?

Looks like different subD on the 2 characters.
I checked subD levels on both and they were the same.
BUT! It turns out Resolution Level for the blocky one was set as Base and not High Resolution.
I would not have found out if it weren't for you mentioning that.
