If you have customized or UI layout you will need the "user layouts" folder from C:/User/[User Name]/AppData/Roaming/DAZ 3D/Studio 4. You will need to install your programs and their plug-ins but for your content you can just zip it and move in mass to the computer/drive. If you just move the content you will need to copy the manifest files in C:/User/Public/Documents/DAZ 3D/InstallManager; you will also need to use a text program that can do a batch Find and Replace to change the path in the manifest files.
The manfest files use absolute not relative paths. For example if you originally installed your Starter Essentials to... C:/User/Public/Documents/My DAZ 3d Library ...all the manifest would have that as the path listed on the line that begins... UserInstallPath VALUE= ...so you would need to change that to point to your current library path.

Yes if you set everything up the same way on the new computer as on the old you don't have to do anything to the manifest files.
