How Do you edit a bone's rotational behavior (add extra axis)?

I'm looking at a bone that has no local y axis rotation at all.
Example:
Genesis 8.1 "index 3" node has only the "bend" (Z axis) available. Genesis8_1Female/lIndex3:?rotation/z
How do I go about adding a Y axis modifier to this bone? I looked at "left carpal 1" to compare, since that one has two axes, but I cannot figure it out.

In the parameters (or Posing) pane's option menu - the lined button in the top corner, or right-click the tab - enable Preferences>Show Hidden Properties. The sliders should then appear, though they are locked - unlock them by clicking the padlock icon on the slider. Just be aware that figners don't twist (much, voluntarily) and th weights on the bones will concentrate any twish or side-to-side that you apply at the knuckle joint.

at times, it is necessary to extend natural physiology to achieve the desired visual effect. the thumb in particular has a weight mapping that is a bit odd. Sometimes I wish there'd be an extra bone,just to make things look more realistic
