So I can't seem to get my renders to be more better quality if its possible, I use a NVIDIA GeForce GTX 1060 6GB (not brilliant I know). So on the left picture attachment is my render on normal Iray defaults before vamping up the settings and on the right is the image after. Not much difference really. My settings to attempt to make it better quality are as follows:
15,000 Max Samples
Max Time 0
Render Quality 10
Rendering Converged Ratio 98 %.
Is there anything more I can do here? while its good quality anyway I just can't help wanting it better if I can at all Any help is appreciated.

I don't think your render settings are the issue here; you need to look at more dynamic lighting (right now it's completely flat) and tweaking textures.
We'd like to first of all understand what you really expect in terms of 'a better quality', or any example you may refer to? As above mentioned, more likely 'such a quality' of the attached renderings came from lighting and skin tone... at least they're not my preferences...
I think the skin is pretty close to where it needs to be, but the sweater and the hair don't really mesh with the figure. The sweater in particular looks like it's in need of some good normals.
People always have different aesthetic appreciation... For such a portrait, human shape/skin and lights are mostly the first priorities. It's hard to tell right or wrong, good or bad without seeing the parameters but even the most optimal figure setup may be spoiled by a poor lighting...
I'm just commenting on the textures. The lighting definitely needs work.
What are you using for lighting your scene?
I think that lights and shaders would be the thing that you are needing there. -And if those do not help, some tender postwork in photo editing software of your choice. Also, did you render them normal render setting or with IRAY setting?
Only difference in the example is that the left render is more grainy.
If you wan't to render just a model then "Lali's Scene & Lights for Iray" is helpful for a default good light setup. I personally only use that studio background most of the time and play with dome/sunlight instead. Playing with gamma, saturation, white point tint, sun intensity, contrast/ shadow strength does the rest. You don't even have to touch the render quality settings in iRay really. And of course the higher the resolution the more you can downsize the final render (= sharper renders).
