Does anyone know a way to rotate the clothes on the figure or change its position on it (for example, turn the other side of the bracelet or move the belt from the hip to the torso)
That depends on the item - some bracelets will be parented props, rather than fitted figures, and can be moved and rotated freely. Most belts and other bracelets will be fitted figures, which will snap to and move with certain body parts, but you can un-fit them (select the belt or bracelt figure, probably parented to the human figure, then in the Constraints group in the Parameters pane find the Fit To button, click it, and select none as the target) after which you can parent the figure to the body part you want it to follow (right-click on it, or just drag-and-drop in the Scene pane) and use the posing controls to size and place it as needed.
As for fitted wearables, you may also try to change its 'Fit to Mode' from Redirect Transforms to Auto Follow Transforms, then you can manipulate the translation and rotation, but it still depend on the wearables you use...
