Short answer - no. You could try to use Fluidos but I suspect it will look like someone pouring the world's largest cup of water over a rock face and not much like Niagara. Not cheap either.
This is something you'll want to do using another application.
Both Unity and Unreal, as well as Blender have particle simulations which, overlaid over 2d images using a perspective (rather than the usual 2d orthographic) camera, can look very realistic but if you don't want to delve into the world of game engines or Blender you might want to look at companies like Rendercrate who provide video overlays for use in After Effects et.al. There are lots of other video effects suppliers but using this method will obviously constrain the angle you make your main render. You should find one that suits but bear in mind that most of these overlays are from subscription only providers with a minimum term of one month so you may want to see if you could use more of their assets during that period.
With enough practice with it and creative experiementation, I bet Fluidos could give you a waterfall.
This is a preset addon for it. You can increase white water to make more droplet effects.
He also has the ABAS animated shader system available. Using that, you could use elements like THIS on a plane in front of the falls. Adding more than one can make it more and more realistic.
Nerds3d has a waterfall tool at rendo that works for daz studio , you'll have to change the mats for iray
