"Genitalia Materials" and "Anatomical Elements"

What's the difference between "Genitalia Materials" and "Anatomical Elements", (if any)?

Anatomical elements should usually mean the geograft (i.e. the geometry), while materials are the textures to put on them.

E.g. G8  uses all the same geograft for all characters (for same gender), but the materials are individual for a specific skin (character) (disregarding third party options).
