You're probably going to have to kitbash a couple of items to get the look you're after.

You could layer both of these pieces to get some flounces on the skirt, but you'd still have to do something about the top.

Not the right top, but it has a flounce and could be put over a flounced skirt

That's pretty good. How can I get it?
I have packed the dress, in the attached zip.
The dress is modelled towards G8F.
I have changed the material, as the material I had in the first picture isn't mine to distribitute. It is from this product https://www.daz3d.com/damask-chenille-shaders
So now the dress looks like the attached, with some simple materials, that can be changed to your liking.
Let me know if I have messed up in the packing.
