As is usually the case with this promo artist, it's probably a custom character. Looks to me that the character has Mousso's Vernon and Armand dialed in with some further tweaks.
I'm also trying to recreate this character, thank you for your great starting points! Would you also happen to have an idea where the skin could be from? It seems to be neither Armand nor Vernon to me, nor any other Mousso boy. Because it's so very flawless, it doesn't actually look like much of a male skin, if it weren't for the strong pores. Those could be just HD added I guess. I've been trying to place the skin by going by the mouth mainly, but haven't been able to find it yet, unfortunately. So, any more clues much appreciated

the eye color looks a lot like a Warrin eye color.
You know, I never even realized that the Mousso characters might have different eye textures, I always assumed they used the same for each ...

Warrin and Vernon have a lot of similarities, but I just had a quick test and you can get super close starting with Warrin and then reducing the head width and sculpting the nose a little further. Much of the rest of the character in the face is from the expression, brows down and together in slight concentration, eyes narrowed, lips puckered together just a bit.
The skin though maybe uses Vernon's or Warrin's as a starting point. There's that little mole on the neck, which both Vernon and Warrin seem to have in mirror position, but it's probably tweaked a lot from there. Reducing the translucency and changing some of the SSS settings gets it a little closer.
The character doesn't use Warrin's eyebrows. Vernon's eyebrows are a better fit, but it might also work to choose something similar in shape from one of the brow packs. The eyelashes are also more lush in this character, so that's something to work on too.
You guys are just great, thank you so much! Will try out all of these, hadn't even thought of tweaking the skin settings, but that of course makes a lot of sense, given the extra-smooth appearance. I agree that there's probably some other tweaking involved as well, some parts of the face look kind of smoothed over a little too much - but these are really minor details. So exciting, I might actually be able to create this cute little guy!
