Parenting issue. What is the correct methodology?

In the past, when you wanted to parent one object to another (for example, a telephone to a hand), you would position the telephone and then parent it to the hand.

Now, if you proceed in this order, the phone moves as soon as you parent it to the hand.  It then has to be repositioned, which is anoying. Parenting it first an then position it is a problem also.

I am doing something wrong?

If you right-click in the scene pane with the prop selected and choose "Change (item name) Parent", you can check a box to "parent in place". If you click the hamburger icon at the top-left of the scene pane, there's also a global "parent items in place" checkbox.
