Would have to ask the author of the seminar. It is just a TIF included with the course to use as a background when learning how to apply cyberpunk style lighting to your model.

It is from a product by Polish. Maybe this item:

The text could be construed as mis-leading. In my opinion, DAZ should be editing product pages not just for spelling and basic grammer but also for clarity in English. It is not that what is written is wrong, but it could use better phasing.

"Resource pack includes PSD file of photographed model, Cyber-alley Stonemason set render, and rendered drone asset to allow follow-on with this tutorial"

    It could be re-written as:

This tutorial includes files to allow the student to practice what is taught in the presentation. A PSD file of a photographed model, a TIF file render of Polish's CyberPunk Back Alley Bundle, a HDR file of a light-dome, a PNG file of Petipet's Alien Collector, and 15 PNG files of the back alley.

    Attached is the file list.

As an aside, I was able to follow this tutorial using Affinity Photo.
