Checkout asking for personal info now - why?

Trying to checkout and instead of the usual how I want to pay it is asking for name and address.  Why? Does my payment info come if  I give you that info? I have been here on and off for forever so why do you need info you should already have?  
 

The only difference from me purchasing yesterday (when it went directly to the payment) and then today is a purchased gift certificate. But I have had them before  with no problem.

Every so often it seems to lose the address information. If you re-enter it, everything should go through.

 I get leery when any of my frequent web site do something out of the ordinary. Guess I was just lucky for over 20 years that has never happened to me.
